About the Forum

The Europe-Asia Interregional High-Level Tourism Forum in Podgorica is designed as a platform that connects institutions, destinations, investors, academia, and the business community around sustainable development, tourism, innovation, and long-term cooperation between two continents.

The Forum aims to create space for concrete cooperation between European and Asian partners, with a focus on knowledge exchange, new market development, and stronger links between the public and private sectors. As host city, Podgorica becomes a meeting point for dialogue on the future of tourism, green investment, and regional development.

Under the patronage of UN Tourism

The Forum is developed in the spirit of international cooperation and the global guidelines of UN Tourism, with a special emphasis on sustainable growth models, responsible destination management, and programs that create long-term value for local communities. This framework gives the event additional institutional relevance and visibility.

Cooperation and European connection

A key dimension of the Forum is strengthening cooperation through European initiatives, exchange of experience, and the chairmanship of the Commission for Europe. This connection opens space for new partnership projects, stronger regional visibility, and better communication among decision makers, organizations, and development stakeholders.

Investor segment of the Forum

A dedicated segment of the Forum will focus on investment opportunities in tourism, infrastructure, sustainable destinations, the green economy, and digital transformation. This part of the program is intended to connect investors with institutions, local communities, and project owners, with the goal of identifying realistic opportunities for investment and long-term economic cooperation.

About Montenegro

Montenegro is a Balkan, Adriatic and Mediterranean country in South-East Europe, located in the south-western part of the Balkan Peninsula and opening onto the Adriatic Sea. Compact in size but exceptional in diversity, it stands at a historic meeting point between Europe and Asia.

A compact country of exceptional contrasts

Around 500 km from Rome, 1,500 km from Paris and Berlin, and about 2,000 km west of Moscow, Montenegro lies in the heart of Europe. Although it covers only around 14,000 km2 and has about 630,000 inhabitants, its cultural, historical and natural heritage is remarkably rich in relation to its size.

Montenegro connects the Adriatic coast, mountain peaks, river canyons, lakes, national parks and historic towns within a short distance. This geographic and climatic diversity is one of the reasons it is recognized as one of Europe's most distinctive destinations.

A crossroads of civilizations

Montenegro has long been shaped by Illyrian, Roman, Byzantine, Ottoman, Venetian, Slavic, Orthodox, Muslim and Mediterranean influences. Ancient remains, medieval Christian architecture, Ottoman heritage and modern urban development all coexist within a small territory.

From coast to mountains

The distance between the southern coast and the northern mountains is only about 190 km, yet the landscapes feel like different worlds. Visitors can experience Mediterranean waters, dramatic canyons, glacial lakes, forests and alpine-style mountain areas in a single journey.

Historic statehood

Montenegro is one of the oldest European states. It was internationally recognized as a sovereign state at the Congress of Berlin in 1878, and restored its independence in 2006.

Natural landmarks

Its natural landmarks include Biogradska Gora, one of Europe's last primeval forests, Skadar Lake, the largest lake in the Balkans, the Bay of Kotor, often described as Europe's southernmost fjord-like bay, and the Tara River Canyon, the deepest canyon in Europe.

Ecological commitment

Montenegro declared itself the world's first ecological state in 1991. This commitment shaped its sustainable development framework and remains an important part of the country's identity and tourism positioning.

Cultural mosaic

Throughout history the country has carried different names and identities, from ancient and medieval periods to Zeta and modern Montenegro. This layered heritage forms a cultural mosaic that remains one of its most valuable assets.

The Ministry of Tourism of Montenegro, as Chair of the UN Tourism Commission for Europe, in cooperation with the UN Tourism Secretariat, is hosting the Europe-Asia Interregional High-Level Tourism Forum. The event will feature a high-level dialogue among tourism ministers from both regions, alongside distinguished guests.

The forum will be divided into two main parts. The political-level debate will focus on crucial topics for the tourism sector, relevant not only to Europe and Asia but also globally, such as human resources and employment, visa policies, greening the sector, and other strategic challenges shaping the industry.

The second part of the forum will be dedicated to investments, highlighting the exchange of best practices and ideas between policymakers, business and investment leaders, and senior representatives of leading financial institutions from different regions. UN Tourism will officially hand over the “Tourism Doing Business: Investing in Montenegro” investment guideline, sharing its main findings and recommendations to foster sustainable growth and attract international investment.

The forum will bring together tourism ministers and other high-level representatives, senior government officials, representatives of international organizations, and distinguished guests from Europe, Asia, and beyond.

In addition, the event attracts business and investment leaders, financial institutions, and stakeholders from the tourism sector who are eager to explore opportunities and strengthen international cooperation.

The forum is designed to strengthen institutional cooperation between Europe and Asia, foster sustainable growth and development, and enhance regional connectivity.
